Aichi prefectural assembly revised a
regulation that bans bringing a white cane into the visitors’ gallery. The
assembly has regarded a white cane as a “weapon” even it is necessary for a
visually impaired person.
Japan finally ratified the convention on
the rights of persons with disabilities last year. In the article of the convention,
it stipulates as follows.
“States Parties shall guarantee to persons
with disabilities political rights and the opportunity to enjoy them on an
equal basis with others.”
Therefore, the regulation of the assembly
should have been revised anyway. I hope the same revise on each prefectural or
municipal assembly be made soon.
